The Chancellor announced a package of measures to support businesses in England last week.

The Ministry for Housing, Communities & Local Government has just released its eighth business rates information letter for 2026, which now includes details of its business rates relief package and exemptions, the Transitional Relief Supplement (TRS) and information on non-domestic rating multipliers for 2026/27.

At the autumn Budget last week (28 October), Chancellor John Healey announced that the Government would provide a package of measures to support businesses in England.

The headline for the convenience sector was the news there would be an increase in small business rates relief thresholds for qualifying retail, hospitality and leisure (RHL) properties to £18k (full relief) and £21k (tapered relief).

Healey also announced an extension of the transitional relief supplement to help fund protection for businesses facing the largest increases in their business rates bill.

Multiplier details

Now, more information has been provided. The 27/28 multipliers published on 28 October have been updated to ensure that inflation adjustments are consistently applied to the RHL multipliers to match the policy intention for RHL properties in 27/28 and 28/29.

As a result, the RHL multipliers will be set at 5.2p below the small business and standard multipliers for 27/28. Therefore, the non-domestic rating multipliers for 2027/28 will be:

  • Standard non-domestic rating multiplier - 49.7p
  • Small business non-domestic rating multiplier - 44.7p
  • Standard RHL multiplier - 44.5p
  • Small business RHL multiplier - 39.5p
  • High-value non-domestic rating multiplier - 52.5p
